As a long time skyrim fan, I would go with the legendary edition if you are going for mods. On the legendary edition you can use the steam workshop which has over 26k mods for the game. Skyrim Legendary comes first before Skyrim Special Edition. The only difference is the improved graphics in the special edition. For more stability choose Special Edition since its 64-bit engine, while the Legendary Edition has an only 32-bit engine which makes it less stable. The legendary edition has lots of new mods than the Special Edition. The legendary edition is the original version of the game but with all the dlc (basically the GOTY edition). The special edition with next gen version mainly made for PS4, XBONE and Switch, it comes with all the dlc as well but also has improved graphics (lighting, water, shadows etc, etc).

Compatibility:
SKSE will support the latest version of Skyrim available on Steam, and only this version (currently 1.9.32 with any other numbers following). It is extremely unlikely that any future non-SE Skyrim updates will be released.
SKSE cannot support any potential Windows Store release of Skyrim. Windows Store applications are locked down similarly to consoles and do not allow the APIs necessary for script extenders to work.

Having crashes on startup after a game patch? Remove the files from Data/SKSE/Plugins and try again. Mods using plugins probably need to be updated.
